Let's review. The bottom layer is too thick. That's why the thick paint Bill used to highlight the mountain slipped. A thin paint sticks to a thicker paint, so Bill has to thin down the highlight paint. He chooses Magic White™ to do that. He could also have used a bit of clear oil.
