“That looks wet”
Bill is barely touching the canvas with the fan brush. Particularly at the :17 second mark, the brush does not bend at all. He touches the canvas enough for the paint to be pulled off the brush. “Let it boil up!”
Notice at the :25 second mark how Bill creates the "splashes". He presses the fan brush into the canvas while slightly pushing down on the brush. He then lifts the brush off the canvas. This gets all the paint out of the brush. It creates a heavy amount of paint which allows him to create the "spray" by lightly "flipping" that layer of paint. A brush with sunshine and a brush with shadow!
Bill is using two brushes to save a bit of time creating the sunlit and shadow waterfalls. Please notice at the :40 second mark how carefully Bill lays the brush on the canvas before he applies the stroke.
